If you, as a user, violate our General Terms and Conditions for Auction Trolleys, we may impose fines if necessary.
One sanction policy for auction trolleys and shelves throughout Royal FloraHolland
We are taking various measures at all Royal FloraHolland locations to prevent the outflow of auction trolleys. We are also taking action to prevent destruction and improper use. Preventive checks are performed at the auction sites on vehicles and in spaces leased by our relations. We also carry out inspections at suppliers and buyers, (trade) markets and iron and scrap dealers both in the Netherlands and abroad.
All of these inspections take place 24 hours a day, seven days per week, and are performed by our company security staff, logistics staff and inspectors from the Logistic Supplies Inspection Management &department. In this way we are constantly working on the prevention and identification of improper use, destruction and theft of auction trolleys.
Royal FloraHolland uses a management system in the form of lock plates for its auction trolleys. This system means that every trolley taken from the auction site must always be fitted with a correctly attached and closed lock plate.
Because many of our relations operate across different locations, Royal FloraHolland applies one single sanction policy for auction trolleys and shelves in the event that users fail to observe the prescribed rules. In this uniform sanction policy for auction trolleys and shelves, the location at which a violation occurs is unimportant because we add all the violations together.
Furthermore, if you allow lock plates to be used by a party other than yourself, this party must be issued with a valid authorization. All violations will be registered in a central auction-wide database and will be dealt with according to a phased plan.
Correct use of auction trolleys and shelves
It is not permitted to carry or use trolleys with more or less than the three standard fixed shelves. Have you found auction trolleys with a different number of shelves at one of our locations? Please report this to a Royal FloraHolland employee. Have you added a standard shelf, or removed them from our auction trolleys? Then you are in violation and our sanction policy applies. Modification, destruction or improper use is not permitted either. This is stipulated in our sanction policy. If you need more shelves, you can collect extra (deposit) shelves from one of our packaging locations.
Royal FloraHolland will determine the amount of the fine based on the severity and the category of the violation 1)

Fines
The amount of the fine is determined based on the schedule above. The company/person where the violation is observed is considered to bear prime responsibility.
In the event of a first offence, we impose a conditional fine. In the event of a second offence an unconditional fine will follow. We will also make agreements with the party in violation and record these. For subsequent violations, we will impose higher fines. In case of any violation, we will charge you for loss of rent.
Severe breaches may result in more severe sanctions. For example, higher fines, no longer being allowed to rent lock plates and/or not being allowed to use the auction trolleys. Being denied access to the Royal FloraHolland sites is also an option.
Royal FloraHolland's sanction policy for auction trolleys and shelves is derived from the Auction Regulations and the General Terms and Conditions for Auction Trolleys.
1) Royal FloraHolland is at all times authorized to deviate from the policy above if irregularities are not included in this table or if there are appropriate reasons for Royal FloraHolland to impose a different fine/sanction.
2) A "0" zone is a zone at the auction site designated by Royal FloraHolland where auction trolleys without lock plates may be placed. For example, buyer areas such as Aalsmeer-Zuid and Trade Parc Westland. However, auction trolleys in vehicles must always be equipped with a lock plate.
