Packaging and Packaging Waste Regulation (PPWR)

The Packaging and Packaging Waste Regulation (PPWR) will officially come into force on 11 February 2025, with the new rules being introduced step by step in all EU countries. The impact on the floriculture sector is becoming increasingly clear, with specific requirements for recycling, labelling and reuse of packaging.

What is the PPWR?

The PPWR is the EU legislation on packaging and packaging waste as part of the Green Deal. The aim is to:
  • Reduce the amount of packaging and packaging waste.
  • Encourage reuse and high-quality recycling.
  • Create a level playing field within the EU.


Ultimately, this should result in a reduction in the amount of packaging waste per inhabitant compared to 2018: -5% in 2030, -10% in 2035 and -15% in 2040.

What does this mean for floriculture?

The introduction of the PPWR will have the following consequences for growers, buyers and suppliers within the floriculture sector:
  • Stricter requirements for the packaging of flowers and plants.
  • More emphasis on recyclable materials and reusable transport packaging.
  • New labelling requirements for better waste separation and reuse.
